呵呵,好像不容易啊。

这个题目是薛兆丰出的,我来回答一下好了,呵呵。

歧视是有成本的,私营企业实行歧视要自己支付代价,而公营单位,则由公家来承担自己实行歧视的成本,因此,歧视现象就更常见了。

One thing to add up,

Profit-making organizations are aiming at profit making for sure, hence, they only focus on personal money-making abilities rather than any other status.

Nonetheless, public or state-owned organizations are aiming at standardization something almost unmeasurable, like face/ appearance, for instance, it is happen to those soldiers who stand in front of any kinds of security departments and some news reporters in some state-owned TV broadcasting companies in some totalitarian countries, like Russia and China for the so-called image engineering. Hence, large scale or rent dissipation will be done during such a human resources selection criteria.
Government is not the solution.

It is not an easy question.

公营事业单位的人才流动性远远不如私营企业。与这个歧视现象有什么相关性吗?

公营单位的人为了保住饭碗就是尽量少犯错误,讨好上司。而人的能力是很难通过面试就面试出来的,所以挑人的时候,尽量挑那些表面看其来都好的,反正能力强不强无所谓了,而且花的都是国家的钱。这样自己犯错误的机会下降,即使找错了,表面上别人也找不到借口攻击自己。
